FROM AN ETERNAL PERSPECTIVE . . .
The measure of civilization, a universal and permanent measure which includes all cultures, is its relationship with life. A civilization which rejected the defenseless would deserve to be called a barbarian civilization, even though it had great successes in the fields of economics, technology, art and science.
Pope John Paul II, homily Kalisz, 6/4/97
Nowadays, in America as elsewhere in the world, a model of society appears to be emerging in which the powerful predominate, setting aside and even eliminating the powerless: I am thinking here of unborn children, helpless victims of abortion; the elderly and incurably ill, subjected at times to euthanasia; and the many other people relegated to the margins of society by consumerism and materialism. Pope John Paul II, Ecclesia in America, No. 63

A Call to Faith-based communities:
Help to provide a Healthy Start for all Children! A basic moral test of a society is how its most vulnerable members are faring.--U.S. Catholic Conference A healthy start is crucial to a child's success in life. And yet, 1 out of every 4 children in Texas does not have any health insurance. Relief is on the horizon, though, with the newly created CHILDREN'S HEALTH INSURANCE PROGRAM (CHIP).

Was effective May 1,2000 CHIP provides free or very low-cost health insurance to uninsured children in Texas. Who qualifies? The program is designed for children of uninsured Texas families who currently cannot afford coverage but make too much to qualify for Medicaid. Specifically, CHIP will help children in uninsured families earning up to 200% of the federal poverty level-a household income of up to about $33,400 a year for a family of four.

The insurance covers children from birth until their 19th birthdays. Legal immigrant and U.S. citizen children are eligible for CHIP. Undocumented parents can safely apply for their U.S. citizen or legal permanent resident children without being fearful of deportation. Date of Effectiveness: Applications will become available on April 3, and health coverage will begin on May 1.

For application or more information, call the CHIP office at 1-800-647-6558. For more information contact the Children's Defense Fund, www.childrensdefense.org. Austin Office: 512/236-1880 or Houston Office: 713/273-3291
